Mary Tamm was only on Doctor Who for one season in 1978-79, so that limits your time frame. If it was early in the run, then it was probably 1978 rather 1979.

As for the show, I know that the British kids show Blue Peter has always had a close relationship with Doctor Who, including interviews with the stars and competitions such as 'Design a Monster". That might be a place to start.

I have a vague memory of this competition too. I remember the host warning the winner to be careful with the scarf as it was a trip hazard (either that or it was a shortened version so the winner didn't trip on it).

I may be wrong, but I have a feeling this is more likely to have been Multi-Coloured Swap Shop. They had viewer phone-ins for questions to guests every week and Doctor Who stars appeared regularly. I don't think Blue Peter did many viewer phone-ins, at least in those days.

I've done some searches through the Radio Times archives at the BBC Genome Project https://genome.ch.bbc.co.uk/ and I can find editions where Tom Baker, Elisabeth Sladen, Louise Jameson and Lalla Ward appeared, but not Mary Tamm. It's possible that her and Tom's appearance wasn't listed in the Radio Times or was arranged after the magazine went to press.

The BBC were junking children's programmes up until the early '90s (Blue Peter mostly escaped this) and according to The Other Wiki very few Swap Shop episodes exist, so if it is Swap Shop rather than Blue Peter it's likely that the clip you saw on You Tube was from a viewer's off-air recording.

You could also try asking around on the various Doctor Who forums. Someone there may have a better memory than me.

This kind of thing is perfect DVD extra fodder - check the contents of the DVDs and Blu-rays relevant to that season of Doctor Who.
