Ask a Stupid Question... for cases like the House of M example.

Sarcasm-Blind for when the person tries to answer the followup question.

Thanks for answering.

For the Ask a Stupid Question... one, Is the House Of M quote suppose to be a Rhetorical Question, rather than a sarcastic one?

It's both rhetorical and sarcastic: There's no grand reason why the sky is blue, it's just an arbitrary result of diffusion scattering and atmospheric composition.
