Yes, they are. Considering that the games are very different from the advertisements, though, it's like using a clip from Titanic (1997) to advertise Notting Hill.

If you're talking about those Gardenscapes / Fishdom / etc ads, yeah, they're trying to both infuriate the player into playing and trick the player into playing, since those little clips (which are the same scenario every time if you pay attention to the sequence of events) don't have any relation to the actual games.
