Thats it thank you. I was going to mention the twin thing but i thought i misremembered that. Them being actual twins didn't make sense.

Also had anime wrong. The animation is different from what i remember.
There was an anime i watched some of in the 90s I think.
It was about 2 kids one an asian boy the other caucasian girl that together had powers. I think they were about 12 or something. I believe they had 7 powers they would call on. They would say something like we call on the 3rd of seven powers.
I believe their fathers were turned to stone by the main villain.
I remember that the bad guys put a pipe between two houses so they could listen in on the protagonists.
