I believe yes. I don't have time to go quoting but How to Create a Work's Page has a section about works with foreign titles which comes down to "official English if there is one, original title if not."

So we'd want Literature.Szamanka Od Umarlakow, custom titled as necessary.

Hmm yeah, I can't google up a title in English. No idea what non-diacritical characters replace the letters, but there doesn't seem to be any in this case.

Maybe ask the page creator where they got it? Last edit was February 20.

^ - Where they got what? The English title? I'm saying its obviously a translation.

^ Whether the troper self-translated it. But it isn't really necessary if you're super sure there's no official English title and the question mark was rhetoric.

I don't think there's any rule against using fan-translated English names for work titles if they don't have an official one. The original language title should be a redirect, though.

^^ The actual rule is exactly the opposite of that.

What if it's a foreign work with a non-English title? TV Tropes is an English-language wiki, so we prefer to use the English titles where applicable. So if the work has an official localized title, use the English title for the page and add the non-English title as a redirect. However, if the work doesn't have an officially-translated English title, you can use the non-English title for the main page and make the English translation into a redirect instead.
