Though I've never read it, it looks like some of the things you describe are featured in Elijah of Buxton.

I think that's it. I looked at the trope page and recognized the name Ma Wee and that same entry mentions a circus, and I now have some more recollections from those times I was read it.

I remember this one book my mom read to me a chapter from every night when I was much younger. I have forgotten most of it in general, but I mainly remember there was a circus place that was pure Nightmare Fuel to young me, which had things like a photo of a half man half crocodile (who was described like "a man born without legs to decided to attack the hind legs and tail of a lizard") and a photo of a woman with children's arms growing out of her neck. I distinctly recall asking my mom to skip the descriptions. There was also a guy who could roll his eyes back into his head. Other than that, I can only remember that there was a (minor if my memory is right) character who allegedly killed several "Swedish Moth Lions"
Does anyone know this book?
EDIT: Another note, it is not a horror book at all, and aside from the circus I mentioned it was grounded in reality from what I remember
