It may be a long shot, but could it have been Pirates (https://www.youtube.com/watch?v=27UcZn8sQfI) or Toy Castle (https://www.youtube.com/watch?v=9uvUFwCm8DM)?

I believe it came on PBS back in the 90s or early 2000s, it may have been a European show but I can't remember. There were three main character puppets (one was a girl) with weird humanoid faces. They would go on adventures and teach life lessons, but I think they lived in a house together. I believe one of the male puppet boys had short blue wild hair (I could be remembering the color wrong).
But the thing I remember most about them is that sometimes they would run around and they actually had bodies and legs in full frame, like it was someone in a costume with a puppet mask on their head. I can't remember anything else about the show, just the visuals of it because most puppets don't have working legs.
The thing that sparked my memory was that my sister and I were watching the original Dark Crystal movie, and in one scene the boy was running and he had a body and legs in the same style of puppet witchcraft! lol
