Sounds like Vengeance Unlimited. I loved this series.

Show was about a guy who found cases that were not ended right. Has a slow piano music as the theme song. He would investigate and solve or get them to admit what happened. Bigger guy for main role. very intimidating screen presence.
One episode some teens killed another teen and got off. He inserted himselh as a witness. At one point he asked the one girl that "When you hit his head with the bat did it feel like hitting a rock or a watermelon?" She grinned looked away and said slow and calmly "Like a watermelon.".
Every episode was a different case. I think it was called revenge or payback but I've had no luck.
