I think that small groups could qualify, if the example explains why each individual member is popular.

^ The problem is that this trope is about a minor character being significantly more popular than the ensemble. So if every member of the group is equally popular, they end up disqualifying each other.

The no groups rule for The Scrappy states groups are allowed if they are small enough that each individual member can be judged individually (a whole species or culture is too big to do so so disqualified). But a whole group has so much more story relevance it's likely too major a "character" to count as a darkhorse.

Tropes Are Flexible enough for me to say it's not a hard no. Still, you better have a good reason. (Smaller groups are more likely to get a pass.)
