Does it have to be the villain? Someone crying near other people would generally make them stop what they're doing (especially bad things).

^ Probably in the Harley Quinn example, but not in all cases.
Is there a trope when someone (usually a person the villain cares about) starts crying and the villain is moved enough that they stop being evil (or at least stop the evil thing they are currently doing)? I can think of two downplayed examples
