They say it bursts through your clothes when it takes you over...Could it be Underworld (2003)? Kate Beckinsale's character kills Bill Nighy's in a very similar manner. You implied the killer was male, but Scott Speedman's character is present, looking very mutant beastmanish. Just an idea, otherwise don't know.

Heres another clip. There is a beast ripping a guys head but its not how you describe.
The beastman movie is called Celler Dweller. It doesn’t quite have a decap scene the way you’re describing.
Unfortunately none of those are it.

I haven't seen the movie, I just saw it as a death scene on youtube (can't find the video).
An old man has the top half of his head chopped off (above the jaw) then his head slides down a table and comically stops right before his grandkids.
The killer was a humanoid that looked like some kind of mutant beastman, and I think there may have been multiple of them.
I think it looked like a cheap horror movie made in the 80s or 90s. The killer(s) were very obviously guys in monster suits.
