From what I can gather, Character Exaggeration is supposed to be for characters who are flanderized across adaptations. So the Shadow example you cited would fit under there instead of Flanderization.

I would assume that if someone acts out of character in a filler, it would count as Character Derailment or one of its sub tropes, but not Flanderization or Character Exaggeration. If we don't have a trope for a temporary out-of-characterness, we probably need one.

^ That seems like it is more for something that is needed to advance the plot, which may or may not describe the filler weirdness.
