Could it be Australian? I saw the music video for a ‘70s/‘80s Australian pub rock band once which was shot with a home video camera down here at Hobart waterfront. I know they were a fairly iconic group but that was before my time so I don’t know which group it was, although I would recognise the name.

Edit: nevermind. I tracked down what I was thinking of. None of the band members has a moustache.

It wasn't that low budget, but it was relatively cheap looking. I think it was a 1981-1984 video.

Def Leppard, Pour Some Sugar On Me, perhaps? The band are perfomning in a condemned house where they are doing the song while a wrecking crew brings it down around their ears

Not really "low budget" but maybe "Separate Ways (Worlds Apart)" by Journey?

Were the band dressed in overalls with no shirts? If so, it might be “Come On, Irene” by Dexy’s Midnight Runners.

The song's actually called Come On Eileen, and the members of that band did not have mustaches in that video.

No, it's not that song either.

Edit:

Found it. Journey's "Separate Ways (Worlds Apart)". Two of them mustaches, and I don't think they're handlebar ones, though.
