The "splash character" effect is an old one. And fairly common in Manga. Rumiko Takahashi in particular uses it a lot (and has going back to the 1970s).
Using it for a fan-service shot is a different wrinkle..

In the Sayonara Zetsubou Sensei manga, whenever one of the teenage girls is introduced in a chapter, she gets a near pin up drawing that's 2/3rds of the full page size placed in front of the story panels. These usually have skirts fluttering up to within a centimeter of showing their panties so it's not quite Fan Service, so what is it?
This is in addition to the visual puns (dog with stick attached, etc.) that are put into the story panels.
