Could it have been related to Teacher’s Pet? It was more early 2000s, but the main character was short and blue, and the art style kinda fits.
I'm pretty sure it wasn't Teacher's Pet. Its main character was a dog, and this game was so bear-themed it wouldn't make sense unless it was about a side character. For reference I remember the player character having a similar body shape to Piddles◊ from Hoops & Yoyo except with the head and torso more equally proportioned.

It was on an obscure section of Disney's website labeled "Dtoys", so obscure that there still appears to be almost zero documentation of it anywhere else online.

I played this as a kid sometime in the late 2000s (2008-2009 for a more exact guess) on the official Disney website. You played as a short blue bear (drawn in a vaguely Rodney Greenblat-esque style) walking around an isometric board collecting honey and avoiding traps/enemies. I think it was an original property not otherwise connected to Disney, and if memory serves it wasn't hosted on Disney's main game site but somewhere else (again still an official Disney website - some sort of experimental game platform? Abandoned branding?)
