Im not sure if this is what you mean but, it was pretty similar in a lot of really specific ways: Strega Nona, written by Tomie dePaola. (about an old woman with a magic pot that creates often ridiculous amounts of pasta.) It could also be one of the books he wrote related to Strega Nona, at least one of which features a magic ring.

There’s this author whose books I remember being read to my elementary classroom during the early to mid 2000s. I remember his first name was Tom or Tommy. I remember one of his books centered on a native-American girl painting a sunset to help flowers bloom. Another book of his involved some sort of magic ring that got stuck on a man’s finger and he used his new powers to make a ton of spaghetti.
