Mario Artist is a similar case, though it seems like at least some of its modules were playable enough to warrant the namespace.
Swap Note and Mario Artist are not the same case as Miis, they're standalone programs rather rhan gimmicks used in multiple games. I think they would stay in VideoGame/ as they have game-ish content (I don't like cutting pages unless necessary so I wouldn't recommend an outright cut, plus Swapnote is relevant in other games like SSBU, while Mario Artist has minigames).
PS: Just so you know, I'm currently away from my computer (using my mobile phone) so I won't be able to edit the video games of the decade sandboxes until Tuesday or Wednesday.

Platforms for user-generated content usually aren't tropable, but the user-generated content is. I am aware there are pages that contradict this like TV Tropes having a website article about Twitter.

swapnote is not a game, and just because it's relevant to other games doesn't mean it deserves to be in the video game namespace. we don't have a separate article for, say, World of Warcraft chat, which serves the same purpose.

So, I moved VideoGame.Mii to UsefulNotes.Mii, since the other tropers here agreed they don't count as a game in their own right.
While changing the wicks, however, I also stumbled upon VideoGame.Swap Note. Now, should this actually count as a game? Apparently, it's just text software with a cute avatar, and most of the tropes seem to be about the avatar, with nothing about the (non-existent) mechanics.
Keep, move to Useful Notes, or cut outright?
