I would agree that it would have to be all celebrities. I’m not sure most voice actors reach that threshold.
"It's just a show; I should really just relax"The All-Star Cast trope description is a bit of a problem. It says,
- Any show, movie, etc., where the majority of the lead roles are played by big-name actors.
Makes sense. But then it goes on to say,
- They don't have to be A list. B, C, and even D will do, although in that case, relying on their talents is preferable to relying on their names.
Wait, what? I hardly think that a cast full of D-list actors fits the common usage of the phrase "all-star cast," especially if their star power isn't the reason they were hired.
It seems to me that an All-Star Cast would be one in which the star power of at least 4-5 of the cast members is a central focus of the marketing / appeal.
^ What!? Under those conditions, how could any show, movie, etc., NOT fit the conditions of All-Star Cast?
17 pikachus all in a row.^ If the cast is comprised of complete unknowns who were never in anything else; like some Dingo Pictures productions or After Last Season. As in, people who ain't even actors at all.
Your argument still stands though; under this definition, the trope is so broad as to be meaningless, and nearly impossible to not manage.
Working on: Author Appeal | Sandbox | Troper WallI feel like this leans towards chairs anyway? Basically, almost anything high in budget will have a cast of mostly big stars. Might as well make a trope called High Budget Production in that case.
More Omnipresent Trope than chairs, I think. A large cast of mostly well-known names. It's a sliding scale. The main page should probably be limited to A- and B-List stars, but I do think it's okay to be more lax on Trivia pages, cases of mid-sized fish who are nonetheless well-known in a smaller pond, like voice actors.

In Western Animation pages (or at least anything that has voice acting in it), I often see All-Star Cast entries that list voice actors who are common in the voice acting industry (Tara Strong, Grey Griffin, Jeff Bennett, Tom Kenny, Corey Burton, Kevin Michael Richardson, Dee Bradley Baker, etc.) (ex. Samurai Jack). But that's exactly what confuses me. The summary on the All-Star Cast page sounds to me that it's basically if the cast is full of celebrities (like Celebrity Voice Actor), even though the examples of voice actors I just listed are common in voice acting works. They're likely not particularly expensive and their inclusion in the cast is usually not made a big deal out of in advertising (at least to general audiences) and media... but they're still household names among cartoon fans, so that's the only criteria for this trope? Is All-Star Cast just if the cast is made up of popular/well-known (voice) actors?
