I am going to try to make this as descriptive as possible so I apologies in advanced if this post is far too wordy. It is possible that I am remember some things incorrectly, so if there are little detail that don't line up with something you're familiar with, still feel free to share please.
I watched an anime when I was about 14, in my mind's eye I remember it being unmistakably from the 80s. It was very much rated TVMA, with violence and a lot of vulgar language. It took place in some science fiction dystopian city. The plot was that three dangerous criminals have been taken out of prison so they can assist some paramilitary police force. I believe they wore electric shock collars to prevent them from stepping out of line. I saw three episodes, and each episode featured a different criminal as the protagonist. For simplicity's sake I will refer to the three criminals as P1, P2, & P3. (Protagonist 1, Protagonist 2, & Protagonist 3)
The first episode follows P1. I don't remember P1's appearance too vividly, but I think he had a 1950 Greaser pompadour slicked back with a widow's peak. He was foul mouthed, short tempered, and prone to fits of rage. There was a little robot who supervised and assisted him on his missions, usually through hacking and radio communication. P1 very openly hated this robot and constantly insulted, threatened, and berated the poor thing. P1's mission involved infiltrating a building that had been taken over by some terrorist group. While the other two protagonists have a degree of character development and emotionally charged scenes in their episodes, P1's arc is pretty flat. He starts the episode an angry jerk, he reluctantly infiltrates the building to fight hordes of mooks and gun turrets, and ends the episode the same angry jerk he started as. P2 & P3 both appeared in this episode as supporting characters who aided P1, but that's the only incident I can remember of the three all interacting in some way.
P2's appearance is far easier to remember. He's a hulking, muscular thug with enormous cyberpunk sunglasses and a bright orange mohawk. If you've ever read The Dark Knight Returns, he looks like he would fit in well with the Mutants. Despite looking like a typical 80s thug, he's somewhat intelligent and shows far more emotional range than P1. His episode involved him meeting a woman from his past who is working for an organization (corporate, criminal, or both) that is at odds with his goals. I recall that he has some sort of intimate relationship with this woman that is implied to go back years. Through tragic happenings the woman from his past ends up dying in front of his eyes, and he is emotionally distraught by this. That's all I remember about the second episode.
P3 is referred to as him/he, but does have some strong feminine features. He is skinny as a rail, wears ostentatious white clothing, has glorious locks of white 80s glam metal hair, and wears lipstick. (I'm not 100% sure about the lipstick) I remember the philosophical tone of this episode better than the actual plot. The episode begins with P3 looking stoically at the stars in the night sky. A mysterious woman approaches him and starts talking to him about how the light from stars takes billions of years to reach Earth, so when we look up at the stars we see them as they were billions of years ago. They talk about how when stars die we won't be able to tell for billions of years afterwards. This introduces something of a somber tone where everything is seen as fleeting in the grand scheme of things. This comes full circle when he faces off against the antagonist. I don't remember what the antagonist's goals were or why he needed to be stopped, but P3 and the mysterious woman had to take an elevator to outer space to face off with him. No joke, they take an elevator up a tower and the top of the tower is either in or just outside the exosphere. The antagonist manages to achieve biological importantly somehow and the mysterious woman dies in the process. The antagonist gloats about how he has become immortal and P3 insists that he hasn't because nothing last forever and even the stars will all one day burn out. P3 somehow manages to defeat the antagonist and the last scene shows him back down on Earth looking up at the night sky remembering the earlier scene with the mysterious woman and possibly thinking about the Heat Death of the Universe.
The last thing I should probably say about this anime is that the version I watched was dubbed into English. Due to many of the characters having Western names, the vulgar language, and P1's American action hero machismo, I have long suspected that it has many localizations that were put into the dub to make it appeal to an American audience.
