Also, I'm not to keen on what's where in the forum, or even how to access it in the first place without an external link like the one in rjd1922's comment. Besides, ATT was made for a reason, and it wouldn't make much sense to create a whole new forum thread for what is basically a yes/no question.

it specifically says at the top of the page that one of the things ATT is not for is asking whether an example is valid, along with a link to the Trope Talk forum, where said thread can be found.

I was going to make an edit to Madagascar 3: Europe's Most Wanted, but I'm not sure it's a proper example.
Also, just to clarify, Skipper is using "Rooskie" as a synonim for "Russian", and has been doing so ever since he first met Vitaly. And any self-respecting American who remembers the whole "Better dead than Red" debacle in WWII can understand why Skipper would invoke said inversion.
