Why not? We've got a page for The Simpsons, which was a segement of the The Tracey Ullman Show, and then a page for The Itchy & Scratchy Show, which is a segment of the Krusty Klown show, which itself isa Show Within a Show of The Simpsons. Careful not to go Up the Real Rabbit Hole too far.

I do recall Elmo's World being split-off as its own show when it aired on certain channels, at least over here in Canada. Being a 15 minute long segment with its own mini-segments, it does feel like its own entity. I think it's all right having its own page.
