That's a possibility, but they're also clearly the one hatting their own topics.
Hopefully a mod will notice before it gets even more out of control because they're probably still adding as I write.

I just noticed that they have never edited anything before - or had any sort of activity, for that matter. They're either a troll or some sort of activist for Indian whatever.

Their reply said they want people to just take the drafts and do the work for them because they have bad grammar, so I told them about the English thread and let them know that without any effort their drafts will continue being tossed as spam.

sumit20 has created a dozen or so TLP proposals with no content whatsoever in the past ten minutes. Some of them seem to be the names of works that they probably want pages for, making me think it's just someone with zero awareness of policy, but the effect is very spammy and clogs the TLP.
Can these be nuked from orbit before the three-day wait? The sheer volume of them is going to make it a hassle...
