I'm not sure... I just saw my cousin play it once when I was very little. This could be it though. Maybe I remember some details wrong.

I know for sure it was a PS2 title, released roughly around the same time the Sly Cooper games were.
The game takes place in Victorian England. The protagonist is a boy blond hair, no shoes, white shirt and brown pants, extremely dirty from soot, mud etc.
The game features an Absurdly Spacious Sewer with giant rats as an enemy. The sewers had huge copper tubes sll over and brown walls; it was pretty disgusting.
Another common enemy are Monster Clowns. I remember that a duo of them are fought as minibosses in a circus tent; a crowd was watching them perform in s circus tent and the boy springs from his seat, points at them and loudly accuses them of being evil. Cue boss fight.
The gameplay was Hack'n'Slash and the graphics more towards realistic, but with a gold-brown saturation.
For some reason, when I think of that game, Oliver Twist comes to mind but I don't think there's actually any relationship.
