Why do you say it's not The Worf Effect? As I read it, the "Worf" doesn't necessarily have to be a recurring character; he or she just has to be "a character that the audience already knows is tough". Or is the point that the defeated character just looks tough, but isn't really? In that case, you're right, and it would fall under Paper Tiger (or one of its subtropes) instead.
In any case, the "laughably easily" part is a Curb-Stomp Battle.

This when some no-name/one-off character does some quick, amazing feat of strength and skill to show off how tough they are. Then, the hero/villain squares off with them and the show off is beaten laughably easily.
