I believe the last time this came up the answer was Ghost Ship. Its page starts by describing the scene.

Definitely Ghost Ship, check out Phelan Porteous's review of it on You Tube, and you'll see what I mean.
I can't remember whether it was a series or a movie.
The scene I recall was on a rooftop setting, I believe. There was a pretty fancy party going on at night, men were dressed in suits and women had cocktail dresses. Fancy champagne glasses, too. Suddenly, everyone goes deadly silent and go completely still, before the camera cuts to one of those champagne glasses in someone's hand falling apart like cut in half. A younger, distressed looking girl is bracing and kept safe by someone(?) who has crouched to safety with her. Or perhaps the girl was only spared because of her height. The camera pans out to a vibrating, high-strung fish(?)wire that clearly has drops of blood on it, before it becomes clear the wire went across the entire party space at hip height. People slowly fall, completely severed at the waist, some crawling to their dismembered lower halves.
I saw it on tv no later than 2008 or 2009, so it can't be too new.
Been driving me crazy for years!
