I'm not sure if it had dwarves, but I'm thinking of The Princess and the Goblin. Did the girl have a ring that used a string or beam of light to guide her?
As a secondary guess, there's another 90s film called Happily Ever After that's designed as a sequel to the original Snow White tale, but with female dwarves and a male sorcerer villain.
this might sound too obvious, but is it Labyrinth? http://en.wikipedia.org/wiki/Labyrinth_(film)
No it's neither Princess and the Goblin or Happily Ever After. The girl did have a string which led her out of the maze. From memory she also had ugly stepsisters (I think it was a bit of a fairy tale mashup), and at some stage the dwarves (all male) get turned to stone. I think the movie itself was named after the female character...any ideas?

It's a children's animation movie from the 90s, similar to snow white, (there's dwarves in it) but it has some other name, and the main character, a girl, gets lost in a maze/labyrinth.
