TV Tropes isn't based in the EU if my knowledge is correct.

Being based in the EU is irrelevant. Article 13 is a discussion about how to prevent people from uploading copyrighted material without permission from the copyright holders. This wiki is not attempting to preserve or host anyone's work, aside from our own. There are occasional problems with images, but we have actively pursued restrictions on our use of images to keep us within the various "Fair Use" statutes for copyright.

The pages on this wiki are copyrighted, and owned by the wiki. If a page is plagerizing from another source, the user is informed of the violation and banned if they persist in violating the rules. We are effectively already compliant with the Article 13 proposals.

I think the concern is that some drafts of this directive demand that websites take unreasonable steps to identify copyright violations, such as automatic filters. Now some of these rules only apply to "commercial" websites and I've never been clear on whether advertisement funded websites count as "commercial" for this purpose.

That's a question for the lawyers, not the forum denizens.
