The Complete Monster Thread will deal with it once the game comes out, just like anytime a sequel comes out with Complete Monster in it. If he has any additional crimes that warrant mentioning, they'll be added to his entry. If not, his entry will remain the same. If he gets any redeeming factors, he'll be cut. Simple as that.

I dont know if thats possible becuase his redeeming fsctors he would show in this game would be negated by his previous actions

Regardless, it's not something to worry about yet since we're talking about a game that doesn't even have a release date. King Boo was only alluded to in the trailer, and while his inclusion is mostly likely inevitable, this is majorly jumping the gun.

In addition to ^, you should have a look at Speculative Troping, Birdy. TV Tropes frowns on speculation in articles. If you wish to speculate about King Boo, you can try the relevant Wild Mass Guessing pages or in the forums that have topics about Luigi's Mansion 3.
