The cover is part of the work. There are a few other things I might consider problems, but this question is too nonspecific for me to identify what problems you have with the trope. I suggest a more detailed accounting before starting a Trope Repair Shop thread.

I meant it doesn't have anything to do with the content of the work which is pointed out in many cases there, so it seems weird to list it on the main page if its talking about something separate from whats going on inside the work.

Again, the cover is part of the work. All Cover Tropes belong on the work's main trope page. The marketing department decided this was the "face" they wanted, regardless of its relationship with the characters/plot/setting of the work.

Tropes linked to trailers or posters on film pages go in the main article pages too.

The cover of a book and the blurb on the back are part of the work at the same level.

I suppose it depends on how you define a work - in the case of abook, is it the text or the whole package? We trope the whole package.
