In order for it to be an expy, it has to have confirmation from the folks behind the show. I think that is how expy works; no matter how many similarities two characters may have, if there is no confirmation on the part of the production staff, then it's not an expy.

That's the way I understand it.

"Similarities are unmistakable" is subjective. The sheer number of bluelinks alone seems like pretty good evidence that this could just be a case of common tropes.

(Also, I'm pretty sure Captain Ersatz is the subject of some kind of project as nobody seems entirely sure what it actually is).

Even without the issue of Word of God, the stated example absolutely fails. An Expy is a copy of ONE character. The fact that 3 are listed means that it absolutely isn't an expy.

Just out of curiosity what do you consider the cut off point where a character would and would not qualify?

As noted, an expy is of one character only, and must be intentional.

Word of God is useful, but not necessary. But being an expy of multiple characters is impossible.
