I would say "no". The description of the trope starts with "A subplot (usually in a drama) that is so disjointed from the main plot that you can't figure out why anyone would care about it, when the fate of the world is being decided elsewhere."

The majority of Beach City episodes take place during relatively quiet periods, so the Fate of the World is out.

You can't really call them massively disjointed from the main plot since they're part of that plot in terms of the developing characterization of Steven and a few other characters like Lars.

Steven Universe also isn't a drama.

They seem to think that the human related episodes are this trope because they had no affect on the main plot but the same could be said of the Garnet splitting up and getting married as it did nothing to serve the plot of the Diamonds attacking. I'm starting to wonder if they are just complaining because they don't like the human focused episodes. Also just to be clear, would this trope ever apply to story arcs?

^^ Steven Universe is primarily an action show, like 24, the Trope Namer. So it theoretically could have Trapped by Mountain Lions, but I don't think the human-focuaed Episode'' count.

The Beach City episodes are usually for world building, character development, and/or a cooldown for the audience and the characters before the plot kicks up again, so no.

I'd burn the example with fire.

My understanding is that a Trapped by Mountain Lions plot must be running at the same time as the more interesting main plot. What's being described here sounds more like Breather Episode.
