Used to air on the Cartoon Network show O Canada, which was basically a half-hour block made up of National Film Board of Canada shorts.

There was this animation short in which some guy who sings everything he says in an opera-like fashion with rather bizarre toys and other things opens this door and his head is knocked off and very surreal things happen.
It was in a foreign language (possibly French). It may have been French-Canadian and looked like it was done in Google Sketchup.
One of those toys I mentioned was a windup plane and the more the guy wound it up, the more the pilot cried in pain.
