I'd have to either double check with the other person or know what channel of the discord it was said on. Searching the discord's a bit tricky but it does show up on the comic's wikia. Though, again, I'm not sure that's a solid enough source for Word of God.

Edit: searching the discord found a few comments confirming the author's statements the characters are twins, but could not find the statement itself.

It sounds like the word of God is there, but I can't actually locate it.

Who are the characters?

Their names (well, Magical Girl titles to be exact) are Forte Bass and Outrageous Apple. They look similar enough, in that their magical girl colors are both red, to be assumed siblings in the way these things can happen (Look, they're mildly similar!) but the idea is the author, Mary Cagle, has stated they're twins, just can't find the statement...
