It's not Swing Kids; that movie's set in the 1920s (before the Nazis came into power), in New York City (so not even Germany), and is about a bunch of newspaper-hawking kids going on strike due to unfair labor practices by the Hearst company (and is based on a true story). And it was filmed in the U.S. in the early '90s, not in Norway (or anywhere else in Europe).
Swing Kids is set in Germany right before the war and has nothing to do with newspapers.
Sounds like you're confusing it with Newsies which came out around the same time, but indeed dealt with newspaper peddlers in the US.
Nevertheless, this may not answer the actual question since I don't think Swing Kids was filmed in Norway.

I watched this several years ago: A film about nazis. Actually about average people in nazi Germany, some nazi supporters, some indifferent, and very few outright opponents, with realistic characters, mostly about teenagers.
I remember finding it on IMDB once, and I believe it was filmed in Norway in the 1980s, but I don't remember the title.
