I found it. It's from a 1994 movie called Cosmic Slop. It's the third story. Starts at about the 69 minute mark.

I saw this show/episode in the early 90s (thought it was HBO). I don't think it's a series...just a short ala Twilight Zone. It opens with a young black couple arguing in a high rise apartment; they are clearly lower middle class at best. They argue and the man beats the woman. They are interrupted by a knock on the door and when the man opens the door, there is no one there. He looks down and sees a long package, akin to what flowers are delivered in. He picks up the package and brings it to the kitchen. The woman is curious as well but he shuts her down and threatens to beat her more. When he opens the package, there is a note that says "Learn your weapon. The revolution is coming." He gets excited and they both start planning what they will do when they take over wealthy, white neighborhoods. In the middle of the arguing, she ends up shooting him. She looks up shocked and hears a loud bang. She looks out the window and across the building is a white woman holding another gun. The white woman has also shot her husband/boyfriend. And then a series of loud bangs are heard. WHAT IS THIS SHOW???
