I don't think there's anything about Special Effects or Computer-Generated Images that suggests that they are exclusively used on sci-fi and fantasy shows. It is mentioned on the latter page that they have greatly improved the ability to create sci-fi and fantasy movies, but never suggests that other genres can't or don't use them.

How about a trope for special effects being introduced in a live action film (or TV show) even though it isn't sci-fi or fantasy? I'm think about Sin City or Amelie where those movies have loads of CGI and other effects even though one is crime noir and the other is a romantic comedy.
