If youre positive it was on YTV, you could try the former animated programming list on the wikipedia page. (https://en.wikipedia.org/wiki/List_of_programs_broadcast_by_YTV#Animated_series_6)
Good luck!

Does anyone remember a series of Cartoon shorts on YTV from the mid 2000s about a small yellow dog and a round blue dog? I vaguely remember it being called Martin & Meatballs but I can't find it for the life of me, in the show they didn't actually speak, they made gibberish sounds and used speech bubbles with pictures in them to talk. A lot of stuff in the show was made of pictures cut and pasted together. In one episode some Russian bears lose a sattelite and it lands on a see-saw shooting the small dog into the air, and the bears come looking for the sattelite and keep repeating "Sputnik"
That's all I remember.
