It was definitely 2D animated, but I did like Robots the couple of times I saw it as a kid, so maybe that's influencing the memory a bit. Some more specific details (since I don't think I explained it well enough) would be that the color palette was bright and I think it was set in some sort of castle. The character was walking down some sort of carpet, and the camera angle was far away so all the people could be shown. The people were split into pairs on either side of him, so when he passed a pair, both would fall. It was in time to the song.
The opening song in The Emperors New Groove ends with Kuzco strutting down a hall filled with his loyal subjects, who all bow in reverence to him as he passes. Doesn't have the punching/ kicking, but the bright colors and lines of people are there.

At least I'm pretty sure it's from an animated movie. I remember a scene from some 2D animated movie - I'm guessing not made by Disney, or I probably would have run into it again - made sometime in the early/mid 2000s. There was a song, probably sung by a villain, and at the very end, the singer walked down a line of people on either side of him, and as he passed them he punched/kicked them all so they fell down. It's been haunting me for years, so maybe someone here knows what it's from?
