I too remember taking a series of books out from the library, back in the 90s when I was a kid, that were set in the sea and had a fish private detective protagonist. The titles and author aren't coming to me, though.
What I do remember about the series I read was that one of the books involved a "nervous wreck" that was an actual shipwreck which shivered, and at one point someone quoted Edgar Allan Poe's line "All that we see or seem / Is but a dream within a dream."
EDIT: The series I'm thinking of is by Robert Lee, and the detective hero is named Rock Salmon. Titles include "Fishy Business", "Microfish", and "King Conger".

Back in the mid-90s when I was a kid, I remember taking a series of books out from the library. They were set in the sea, and the main character was a fish who was a private detective. I can't remember what species he was, but possibly a salmon. Some of the bad guys were barracudas.
It's not the Fish Police comic or cartoon.
