It sounds like "Warning From Space," which wasn't a book, but a Japanese b-movie.

Do you get to the Cloud District very often?

According to The Other Wiki, A Warning from space is based on a novel by Gentaro Nakajima, although I highly doubt it's been translated

I know it was a book, and in English. It might have been a short story, but I'm not sure. It's definitely mid-90s at latest, since that's when I remember it from.

Bumping in the hopes that someone knows about it.

I think it's part of a series, maybe the first instalment. Got it from a UK library, so late 80s to mid 90s publication, definitely not sooner because I know I read it around the mid-late 90s.

This reminds me of the Lovecraft story At The Mountains Of Madness though it's a little bit different (the aliens have been on earth for millennia in the arctic) so probably not what you're thinking of.
