In the case of Wolverine, his Creator's Pet entry has already been cut for misuse.

I don't know enough about comic books to be helpful otherwise.

We have a dedicated forum topic for Creator's Pet cleanup. In a nutshell, it has to fit all four criteria: it must be The Scrappy, it must be a Creator's Favorite, it must have undue Character Focus, and it must be the recipient of Character Shilling in-universe.

I will say this.

First, it is true that Creator's Pet status depends a lot on the writer, insofar as different writers will apply different levels of Character Shilling and Character Focus to the character.

That said, being The Scrappy is still a requirement, and that means that, yes, the character must be nigh-universally hated. That doesn't apply to Captain America. It doesn't really apply to Wolverine or Luke Cage either, so I'm not sure why it's on those pages.

Personal opinion + shoehorning tends to be the reason in cases like that.

Honestly, I think part of the problem is that Creator's Pet doesn't sound negative enough. From the name, I'd think it's "This character gets preferential treatment from the creator" which might be a valid trope (overlapping, but not identical to, Creator's Favorite).

Colloquially, I'd find it hard to say that Luke Cake isn't Bendis' pet character, so he's a creator's pet character, but he's definitely not a Creator's Pet.
