"Base stats" is indeed official for what the fans call base stats as well. The official website's Pokédex page uses "base stats" in the way the fans use it, making it official.

Because "base stats" is the official term for two different things, the term "effort values" is used throughout the English-language fandom for the individual stats of a single Pokémon to disambiguate the two.

The TV Tropes policy on official names is not intended to be interpreted as banning fan nicknames altogether, especially in this context.

^^ I'm not sure it refers to both, as each Pokemon's stat value cannot be changed (Blissey's HP is always 255, the EVs just increase it).

According to "Base Stats" on Bulbapedia, it "should not be confused with the individual base stats of a Pokémon". "Individual base stats" is then potholed into "effort values".

Since the term "base stat" refers to both this mechanic and what the fandom commonly calls "Effort Values", the latter term is often used to differentiate between them.

While I've made that edit under the assumption that "base stats" isn't the official term for "effort values", people may confuse the two terms anyway simply because the official name of those mechanics are the same. (Especially if they didn't know that "base stats" is the official term for "effort values").

The edit to remove the mention of the actual term is actually a good one as it avoids the issue altogether.

To clarify:

  • "Base stats" in its fan term usage refers to the base from which the stat formula is calculated. For instance, Mew always has 100 for each of its base stats.
  • "Effort values" is solely a fan term, referring to the individual stat alterations gained by grinding.
  • "Base stats" is official Nintendo terminology and has been used for both.
  • "Individual values" is also solely a fan term, referring to the native individual stat alterations, but there is no official term for these values.

This official article illustrates the usage. It seems to use the terms "individual strengths" or "underlying values" to refer to what fans call "individual values".

My argument against "individual strengths" having the same meaning as the fan term "individual values" is that they simply don't have the same meaning.

The official usage is relative, not exact. There is no such thing as an "individual strength of 31/31". On this wiki, there are very few cases where we'd have to use the term "individual ______", because most cases can just avoid the name issue like I did with the EVs/base stats debate.
