Please make this canon, DC. I love the idea of the Joker and Harley's hyenas acting like them.

Live action film, probably rated PG or G. I saw it some time between the late 2000's and early 10's. It was a high school (middle school, maybe?) comedy.
For whatever reason, the main character decides to antagonize the resident Barbaric Bully. When they were kids, the bully was scared of this TV show about a guy in a frog suit. In the present, it turns out that the bully is still scared of this frog. So in one part, the main character somehow sets it up so that whenever the bully opens his locker, the show's theme song starts playing.
In another scene, the bully is in the gym, alone, when the lights go out. The main character, or one of his friends, dressed as the frog, comes in and does an Ominous Walk towards the bully, while a slow, distorted version of the show's theme song plays. This scares the heck out of the bully.
Also, I think the main character's name was in the title of the movie.
Any ideas on what movie this is?
