Heh, at that age, I would've been too young to know who any of the actors were in it (again, I was a kid, and the movie was on in the background, my parents must have been watching it).

A movie that I might have been luck getting help with, because of the two scenes that I remember with vivid detail.
To start off, it feels like it was an old movie because I saw it at glance as a kid, but it was more likely The '90s, because I believe cellphones were already in existence.
The first scene I remember was quite lengthy, but it involved a mother stuck in bumper-to-bumper traffic talking to her daughter on a phone while the daughter was making preparations for a party back home. While they're on the phone, a guy breaks into the house and starts attacking the daughter, so the mother jumps out of her car (and everybody's yelling at her for it) and runs home on foot while he daughter basically gets the crap beat out of her (and I think the perp even decapitated her, IIRC); finally the mother makes it home and starts screaming for her, but the police keep shoving her back.
The other scene I recall has both the mother and father in court while the killer says, "Sorry," at them in a very unsympathetic voice, causing the father to snap and attack him, though security has to subdue him.
