That was recently discussed in the thread Septimus linked. (Less than five pages back as of this date.) General consensus was if it's just something a troper threw out on the site, then, no, it's not an acceptable quote.
If it's something from a troper's published work, then it depends on the quote. Part of the reason for the thread is some quotes are better than others, and there needs to be a place to discuss it.
Page quotes for trope and work pages are the usual ones under discussion, not banner quotes.

I really don't think it's necessary to let whoever the Hell those two are ego-wank themselves all over the page. What should be done about this?
