No idea if the OP is even still interested after more than three years. In case anyone else is curious—it's called "Not Without My Handbag." It's a 1993 short film by Aardman Animation. IMDb
says, "A little girl witnesses her aunt being taken dragged into hell, for defaulting on a washing machine payment. The aunt, while officially dead, feels that she has forgotten something, and returns to find out what it is...."
The descent into hell represented by the red and yellow whirlpool was the key clue.

I'm not sure it's western animation rather than anime, but i have a dim memory of this cartoon which involved a girl and i think the devil, and some relative of the girl coming back from the dead.
The only thing I really remember is a representation of hell as a yellow and red spinning whirlpool (in which said relative was descending, i think), which gave me nightmares when I was a little kid.
