That's a quote in an example, right? That's not the rule — it's page top quotes.

I thought that was just in page quotes.

Ah, OK. Didn't know it was only for headline quotes.

The only reason to remove an example quote pothole was if the quote was being made the page quote, either the first or a replacement. Otherwise, example quote potholes are fine.
