I'm looking for a fantasy novel I once read. This is in the middle of a series. There's a guy (a former magician?) who is an Anti-Villain and wants to destroy all magic. He is missing a hand from previous events (depicted in earlier books, I guess). He decides that only a diamond can cut a diamond, so he takes up magic again in order to destroy magic.
One scene has him regenerating his hand with magic, but passing it off as a miracle to convince his cult that he's some sort of prophet or chosen one or something. This is only a small part of the book, but it's the part I remember the most.
He also has a magic...gauntlet, I think?...that has the spirit of a woman in it, like a genie, who advises him. There were elves and dragons in the setting, I think.
