I'm not sure about the framing device, but otherwise Histeria!fits the bill. This is where most of my history knowledge comes from. https://tvtropes.org/pmwiki/pmwiki.php/WesternAnimation/Histeria

trying to remember the name of an animated tv show i watched as a kid... on canadian tv (although i'm not sure if it was specifically canadian). came on in the morning along with all the other kids cartoons. it featured this scientist guy who made inventions that would invariably always blow up on him. but the more memorable part of the show was that he had this "time machine" that looked like a tv with a slot machine arm on the side. he'd pull that lever, the "tv" whould have these squigly lines and then there would be a history lesson of sorts...usually about the boston tea party or some other significant american historical event. thanks for help.
