I know it's against policy for work pages, but I'm not sure about recommendations.

Looking back, I see that "I don't like it" is a disallowed reason for deleting recommendations. I would definitively class "author request" with no further details as the same.

I swear this has come up before and it's been declared that authors can not remove recs, since it's not up to them if people like their stuff.

It is possible for a poor-quality rec to be removed, but only through overwhelming review consensus that it sucks, not just one guy saying 'I don't like this'.
